Hi Ka Mele, Shinagawa locale isn't actually near the Shinagawa station. If you're coming from Tameike-sanno station by train, it would be better to go to Tokyo Locale (near otsuka station). From Tameike-sanno, take the Tokyo Metro Namboku Line bound for Hatogaya (and Komagome station). At Komagome station, transfer to the JR Yamanote line bound for Shinuku (and Otsuka station). It should take you about 25 to 30 mins.
